Do you think Palpatine or Dooku payed the Tusken Raiders to kill Anakin's mother?

Lars stated the Tusken Raiders don't normally kidnap people unless they have a reason to. So it stands to reason that they would not go out of their way to kidnap Anakin's mother without a reason for doing so. In addition to that, we know Dooku had a base of operation on the same planet where Anakin's mother was kidnapped.So, do you think Sidious told Dooku to kidnap Anakin's mother and put her into slavery ?
