Could Dooku and Ventress have overthrown Palpatine? [TCW SPOILERS]

In season 4, Palpatine has Dooku kill Ventress (albeit unsuccessfully) because she is becoming too powerful. This hints at the idea that Palpatine had reason to be legitimately concerned about his position as a Sith. Does this mean that if they had planned to, Dooku and Ventress could overthrow Palpatine?
