If it was, then the Jedi have officially been "wiped out" twice. If it wasn't, then the Jedi haven't truly "returned" since PT.I tend to think it's the latter. In order for it to be considered a "true" Jedi Order, I think Luke would have had to have some students "graduate" to become Jedi Knights. And I don't think that happened.
