Prior to this scene, in ANH, every character who talks about the Jedi (Uncle Owen, Han, the imperial officer Vader choked) has expressed skepticism of the extent of their powers. They do not outright deny the abilities of the Jedi, but they deprecate them as fairly trivial, and far inferior to (in Han's mind) the presence of a good blaster at one's side.This illustrates the success Sidious has had in rewriting history. In only a generation, the Jedi have been transformed from the guardians of the peace in the galaxy to a fairly trivial clique of magicians. Indeed, until the aforementioned scene, even the audience might wonder if "Old Ben" is nothing but a doddering old fool, as Owen says.Yet the scene tells us everything we need to know. Kenobi may be unknown to most imperial officers; but Tarkin and Vader knows exactly who he is, and see him as a pivotal threat. Thus, in a subtle way, this scene confirms Kenobi's (and the Jedi's) importance.The scene also delightfully evokes a long-dead "old world" to which only Tarkin and Vader appear to be privy.
