The Jedi council are awful and their failure to release Anakin's mother from slavery helped foster the rise of the empire

see above​but In general their is no reason why Shmi Skywalker isn't released from slavery by the Jedi council or help from naboo royalty in scheduling her release etc.​Add to that Anakin's feelings of abandonment and trauma over his mother and the fact he's told to "suppress those feelings" by Yoda.
