The bad batch is about how the empire is ditching the clone army as they are not corrupted or following the imperial orders 100% due to their independent thinking.The whole clone army is seen as ''the bad batch'' of the empire.The clone force 99 were considered superior clones that barely followed orders but got the job done.The clone army is now considered way superior than conscripted soldiers and also get the job done but is also barely following orders too.
